Treasury and Congress Discuss 501(c)(4) Appropriations Rider Repeal

Here is the first page of correspondence between Treasury and Senator Sheldon Whitehouse regarding elimination of the appropriations rider blocking IRS efforts to better define the permissible political activities of 501(c)(4) organizations.  Senator Sheldon and several other Democrats from the House and Senate agree with Treasury but assert that even without new regulations, and even in the presence of the appropriations rider, the IRS should and can do more to crack down on social welfare organizations that spend more than 50% of their revenues on political activities.  The first page of the Democrats' September 25th response is below the fold.
