Do Question Marks Go Inside or Outside the Quotation Marks?

Question marks go outside the quotation marks unless the question mark is part of the quote:

He asked, “What did you know and when did you know it?”

Where did you find the quotation “I am Robert Permafrost.”?

Periods and commas go inside the quotation marks, but semicolons do not. Don’t ask me why. Some of these conventions are different in other countries.
