EFCA Delays

NLRB BNA's Daily Labor Report (subscription required) is reporting that the Senate may not vote on EFCA until well after the August recess.  According to Sen . Harkin--EFCA's lead sponsor in the Senate--the bill's prospects may improve later in the fall, especially if the health of Sens. Byrd and Kennedy improves.  Harkin notes that negotiators are 80%-90% towards reaching an agreement that would pass, although he wouldn't give any specifics.

Looks like "stay tuned" will be the mantra for a while longer.
