Vienna Convention on Consular Relations
My co-blogger Cindy Buys and I will be presenting a CLE seminar this Thursday at the mid-year meeting of the Illinois State Bar Association in Chicago. Our topic is the Vienna Convention on Consular Relations and other bilateral treaties that require consular notice when a foreign national is arrested or detained. The Illinois Supreme Court will consider a proposed rule in January designed to promote enforcement of the right to consular notice.
