US Compliance with the Global Compact on Migration: A Mixed Record -- Center for Migration Studies of New York

The Center for Migration Studies of New York (CMS) has published a briefing which examines how US immigration policies measure up to the provisions of the Global Compact for Safe, Orderly, and Regular Migration (GCM).When the GCM was agreed to in 2018, the United States was not a party to the agreement. In 2021, the Biden administration supported the nonbinding GCM and began participating in its implementation.According to the briefing, the United States has achieved a mixed record of adhering to the provisions of the GCM, which creates a framework for the international community to humanely manage migration flows. Moreover, proposed changes to US border policy threaten to further sully the US record on migration.
