"Budget reconciliation is clearest path for immigration reform we've had in decades"

Congressman Adriano Espaillat (D-NY) in commentary on The Hill sees hope for immigration reform, and a path to legalization, through the budget reconciliation process.  Is he realistic?

I think he is. The precedence is clear in this case. For instance, in 2005, the parliamentarian approved of the changes in immigration policy that would create more green cards. Similarly, in the instant case, the proposed pathway to citizenship bills would generate significant number of green cards, which, in turn, would have huge impact on budget. Based on the aforementioned reason, I am confident that immigration reform provisions can be included in the upcoming budget reconciliation.
