For decades, the U.S. government has been bound by its stipulation to the Flores Settlement. The settlement concerns the "detention and release of unaccompanied minors taken into the custody of the Immigration and Naturalization Service," now the Department of Homeland Security (DHS). (Kevin has talked about the settlement here, among other places.)
The DHS has proposed new regulations that would alter the terms of that settlement. The period for commenting on those proposed regulations ends today.
