Federal district court judge William H. Orrick (N.D. Cal.) has issued an order granting the County of Santa Clara and City of San Francisco's motions for a preliminary injunction, preventing Section 9(a) of Trump's January 25, 2017 Immigration Executive Order regarding the denial of federal funding for sanctuary jurisdictions from going into effect.  The order finds a likelihood of success on the merits with respect to all of the substantive violations by the plaintiffs: (1) separation of powers, (2) Tenth Amendment, (3) void for vagueness, and (4) procedural due process.
