Dr. Seuss Meets Immigration Law
Beth Thornburg on the Faculty Lounge has an enjoyable blog post on the origins of the "wet foot, dry foot" U.S. policy of the U.S. Coast Guard toward Cubans on boats trying to make it to land in South Florida. You get stopped on the water (wet foot), you go back to Cuba. You make it to land (dry foot), you get a hearing. Sound odd, well, read Dr. Seuss.
