Back to Dred Scott? But Another Proposal to Eliminate Birthright Citizenship

180px-DredScott AP reports that "U.S. Rep. Nathan Deal, a Republican candidate for governor of Georgia, has proposed changing the long-standing federal policy that automatically grants citizenship to any baby born on U.S. soil . . . ."  These proposals are regularly floated in Congress and advocated by restrictionists.  And, while deal may get some votes by endorsing the elimination of birhright citizenship, it is unlikely to become the law.  Most legal scholars believe that its elimination would require amendment of the 14th Amendment of the U.S. Constitution.
