States Struggle to Pass Health Care Reforms (And PA is a Prime Example)
While much is written and talked about "gridlock" in the Nation's Capitol, state legislatures can also be locked in political battles or internal power struggles that delay even "agreed" reforms, including health care reforms. In Pennsylvania, it often takes several sessions and multiple introductions of the same legislation to get a bill to a final vote.
