"In Mass Incarceration Inevitable? Part 2. Much Smaller is Still Very Large"

[I]f "mass" incarceration is defined in relative terms—how we compare to the rest of the world—or in reference to historical incarceration rates in this country, no realistic amount of sentencing and criminal law reform is going to change the distinctive space the U.S. now occupies.
