Health Care and Education Affordability Act of 2010

I read the article concerning the Health Care and Education Reconcilliation Act of 2010 which apparently goes into effect in 2014. My questions is My daughter graduated from Monmouth University in New Jersey She has been teaching for 2 years at an East Brunswick NJ elementary school teaching 4th grade. She has compiled $48,000 in loans After consolidating her loand, in 20 years she would have paid back $78,000. It does not appear that she would be able to take advantage of this act. Please advise what recourse current graduates can do to reduce their payments.
