Power of Attorney Abuse

I commend to your reading the extensive posting on Neil Hendershot's PA Elder, Estate & Fiduciary Law Blog entitled "Powers of Attorney" Investigated in Series.  He reviews a four part special investigative report by the Pittsburgh Post-Gazette focusing on powers of attorney -- specifically, the abuse that can occur in this powerful relationship by some agents who exercise their sweeping authority.

The Story shown in the url pretty much describes the circumstances. How can I help my friend? He wants very much to have contact with me but has no way to speak to anyone other than his children. Any calls going out to a friend are cell phone calls initiated by the children and in their presence. Friends are told that there are no phones in the rooms at this facility in Nashua. He is most likely still kept on sedatives and pain medication making him quite confused most of the time. I do not have unlimited funds and need to know if I should retain an attorney for him or address this as a mental abuse issue through an agency or an attorney. The children reside in the State of New Hampshire and I don't know if my friend is still a resident of Fort Myers, Florida. Do the laws vary from state to state?
Please advise where I can go for help and/or what the best course of action might be.
