A judge was admonished by the New York Commission on Judicial Conduct for his law firm's representation of the Hornell City Attorney in 16 collection matters. The City Attorney is permitted an outside practice and the matters involved suits initiated for unpaid legal fees.

The City Attorney appeared in matters before the judge at the same time that the judge's firm handled the collection cases.
