FBI's Domestic Investigations and Operation Guide

The New York Times is reporting that the FBI's interpretation of the Bush Administration's 2008 domestic intelligence-gathering rules was recently made public when the Bureau's 269 page Domestic Investigations and Operation Guide (Dec. 16, 2008) was released in response to a FOIA lawsuit. "The disclosure of the manual has opened the widest window yet onto how agents have been given greater power in the post-Sept. 11 era" according to Charlie Savages' Loosening of F.B.I.
