This document can also be found in the Thurgood Marshall Law Library's collection of CRS reports. Free public access to CRS research remains elusive. It is particularly interesting to me that commercial firms are able to make money off of public documents that the creating agency (in this case the Library of Congress) claims are not for public distribution. One can only wonder how it is that this has been allowed to go on for as long as it has.

I hope that readers of Law Librarian Blog will remember that there are many additional venues to acquire CRS Reports and that they do not have to rely solely on commercial venues. In fact, many of the reports in our project have been harvested directly from federal agencies Internet sites.
