The webcast will examine how blogs, RSS feeds, SMS text messaging and other tools are being used in response to the tsunami, their strengths and limitations, and the role these technologies may play in future natural disasters.

Dina Mehta is a qualitative researcher and ethnographer based in Mumbai. In the hours following the tsunami, she and a group of South Asian bloggers created the Southeast Asia Earthquake and Tsunami Blog (http://tsunamihelp.blogspot.com), the Internet's largest volunteer-driven portal for tsunami relief news and resources. For the last 16 years she has been a market researcher with a special interest in youth markets and in longitudinal ethnographic research and user-design studies.

Taran Rampersad, Internet activist and coordinator of Alert Retrieval Cache (ARC), Trinidad & Tobago

A former hospital corpsman in the U.S. Navy, Taran Rampersad is an Internet activist and writer based in Trinidad & Tobago.  Taran serves as editor of the Linux Gazette and contributor to WorldChanging.com, among other blogs and online magazines . As part of the team of volunteers contributing to the tsunamihelp blog, Taran proposed the development of a tool that would allow SMS text messages from mobile phones to be routed to email lists and other SMS users, using key words to connect relief workers on the ground with sources of materials and supplies. This led to the development of Alert Retrieval Cache (ARC), which has been covered by the BBC and other media in the last week.

Andy Carvin is director of the Digital Divide Network (http://www.digitaldivide.net), the Internet's leading online community for news and information on the digital divide. In late December, Andy published Tsunami-Info.org, a news website that aggregates tsunami-related headlines from blogs and news wire feeds from around the world. On September 11, 2001, Andy created SEPT11INFO, the first online discussion group for sharing resources and information on the terrorist attacks that had occurred that morning. For the first 24 hours, the list processed emails at a rate of one new messages a minute, one of the highest-traffic discussion groups to date.

Legislative History of the Rome Statute

No one would dispute Professor M. Cherif Bassiouni's (DePaul Law) expertise in international criminal law, particularly when the topic is the International Criminal Court. See e.g., Webcast of the Conference on the Establishment and Role of the International Criminal Court (Nov. 10, 2001) conducted by the Urban Morgan Institute for Human Rights at the University of Cincinnati College of Law

Professor Bassiouni was a driving force behind the establishment of the ICC, having advocated it worldwide for the last 30 years. In 1998, he served as Chairman of the Drafting Committee of the United Nations Diplomatic Conference on the Establishment of an International Criminal Court. Prior to that, from 1996 to 1998, he served as Vice-Chairman of the Preparatory Committee on the Establishment of an International Criminal Court and, in 1995, as Vice Chairman of the ad hoc Committee on an International Criminal Court.

Now comes Bassiouni's The Statute of the International Criminal Court and Related Instruments: Legislative History 1994-2000.

This unique work is an article-by-article drafting history of the ICC Statute containing all versions of every article in the Statute as it evolved from 1994 to 1998. It also integrates in the Statute's provisions the "Elements of the Crimes" and the "Rules of Procedure and Evidence" adopted by the preparatory Commission (1998-2000). Other relevant documents are also included, such as those concerning the privileges and immunities and financial regulations of the Court, as well as its relationship with the United Nations.

It also contains government proposals made during the 1995-1998 sessions of the Ad Hoc and Preparatory Committees, most of which have not been made public documents. This organization of the legislative history permits the reader to see the complete textual evolution of each article.

A description of the ICC mechanisms and institutions precedes this article-by-article legislative history.

This is a must buy for everyone practicing in the area of international criminal law. Certainly, no academic law library should be without a copy.

New National Women's Health Database

"The Office on Women's Health (OWH) in the US Department of Health and Human Services and the National Women's Health Information Center (NWHIC) has launch a free and comprehensive National Women's Health Indicators Database (NWHID). This system permits those interested in the health status of women, and, in fact, the entire population of the US, to have access to comparative, county-level data for all 50 states, the District of Columbia, and US territories and possessions."

Case Western Law Library Getting a Makeover

From the Case Western press release:

The law library at Case Western Reserve University School of Law is getting a face lift—and a new name.

The law school recently began a $5.5 million renovation to its law library, which will result in more open space, additional areas for group study and enhanced computer facilities. The law library is also being named in honor of the late Judge Ben C. Green, a 1930 graduate of the school, whose family gave a $2 million gift towards the project. It is the largest single gift the school has ever received.

Among the major changes to the law library will be:

  • Creating a new, welcoming entryway by removing the service desk now at the library entrance and replacing it with a seating area and adding upgraded turnstiles.
  • Creating new circulation and reference desks to provide enhanced services to students and patrons.
  • Replacing the full stacks near the entrance with half stacks, so that people entering the law library will be able to see straight through to the windows.
  • Creating a second reading area on the first floor.
  • Moving staff offices from the first to the second floor, enhancing staff services.
  • Adding group study rooms, including some with audio/visual equipment and technological enhancements.
  • Enlarging the windows on the third floor to let in more natural light and replacing some of the full stacks with half stacks.
  • Creating additional reading areas on the third floor and upgrading independent study carrels.

New SCOTUS Info on LII

The Legal Information Institute at Cornell University Law School is now offering free previews of high-profile Supreme Court cases before they are argued and ruled on.

Here's the editors' remarks:

The liibulletin is a Cornell Law School electronic journal. Its editorial board comprises second- and third-year law students, who are responsible for every aspect of the journal's management, from selecting decisions for commentary to researching, writing, editing, and producing the journal content in HTML. The 2004-05 bulletin will explore cases currently before the US Supreme Court. Bulletin content is available on this site and by (free) email subscription

Sounds to me like Cornell 2- and 3-Ls mean to give US Law Week some competition. I wouldn't cancel my USLW subscription yet but for those who don't subscribe.... why not give the liibulletin-cert a test drive.

Webcast on Perchlorate in Drinking Water

Current awaress alert

Perchlorate, a chemical used in rocket fuel and fireworks, has been found in drinking water supplies across the nation. The U.S. Environmental Protection Agency has be assessing the need for a standard for allowable amounts of this substance in drinking water.

On Tuesday, January 11, the National Academies will release Health Implications of Perchlorate Ingestion at a one-hour public briefing starting at 2 p.m. EST

What does Ken Lay's website, Google and Yahoo Have in Common?

Is this a first? Many a celebrity defendant has used the web to tell his or her story but no one has paid search engines for preferential placement. Until now, that is.

Ken Lay, former CEO of Enron, is using paid search engine listings on Yahoo and Google to get people to visit his web site so his legal team can plead his case to the general public. Talk about being a "21st century defendant!"

Kay Flood of the Houston Chronicle reports:

"Put the search words "Enron scandal" or "Ken Lay," or even this Enron reporter's name, "Mary Flood," into any of the above search engines and one of the first things you will see is www.kenlayinfo.com. If you hit on Lay's Web site from there, then Lay pays between roughly 5 cents and 12 cents."

So I followed Kay's instructions and sure enough the URL for Ken Lay's site pops up first. To confirm this I clicked on the link which, dagnabit, took me straight to the site. Recalling what I learned about the scientific method, I repeated this experiment several times on Yahoo and Google to prove to myself that none of this was a fluke.

Ken Lay's website includes everything that would be characteristic of Everyman's site: articles, interviews, op-eds, press conferences, videos, court files and biography information.

Alas, it is not a well-rounded, balanced collection of materials.
