Have you reviewed section 16600 of the California Business and Professions Code? California has a "strong public policy" against restrictive covenants. The aggreement that LAPD forced recruits to sign required them to pay the money back only if the left the department and went to work for another law enforcement agency within 1 year. Don't you think this aggreement violates the provisions of 16600 B&P regarding people being prohibited from their lawful trade or profession?
