Obama Op/ed on Immigration

160pxobamabarack Today, Barack Obama published an op/ed on immigration in the Charlotte Observer.  He again calls comprehensive immigration reform; emphasized that many immigrants "want to get right with the law," pay taxes, and are integral to their communities; and underscored the need for politicians to stop using the immigration issue to divide the American people.

Here is the punch line(s):

"We are a nation of laws and a nation of immigrants, and we must reconcile those traditions. It's time to move beyond our broken politics and achieve real progress on immigration reform, not just for the sake of passing a bill, and not as a favor to immigrants, but so that we can finally address the concerns of the American people, and make real the hopes of all those who want nothing more than a chance at the American Dream."

This is a question.
If i applied for an I-485 with the I-485 supplement which was denied. Now I want to apply with the same petitioner. Do I have to pay th epenalty fee?
