Illegal aliens shouldn't be deceived by the fact that local ordinance initiatives failed. Many communities which would otherwise pass such laws have been intitmidated by the ACLU and advocacy groups, and have postponed action. They fear the court costs that they might get saddled with if the anti-U.S. citizen/sovereignty campaign by the ACLU and advocacy groups succeed. If the ordinances passed by Hazleton and Escondido are found to be Constitutional by the Supreme Court, expect an explosion of anti-illegal alien measures all over the country. Illegal aliens will be able to run, but not hide.
