An article in the LA Times from November 20 notes that the Bush administration rheotoric on immigration appears to be undergoing a fundamental shift: less emphasis on legalization and immigration reform; more emphasis on border militarization. "[A] perceived presidential emphasis on border security has left many businesses worried about how committed he is to a guest worker plan, which they consider essential to any reform legislation. . . .The president's perceived shift in emphasis has caused problems for the coalition the White House organized this summer, Americans for Border and Economic Security."
