Virginia to Vote on Same Sex Marriage Ban in November

A proposed constitutional amendment to ban same-sex marriage will go on the Virginai November 7 ballot without the signature of Governor Timothy M. Kaine. Under Virginia law, a governor is given to power to veto or amend the language of a proposed amendment.
