Legislative Development: Virginia Legislature Sends Bill to Democratic Governor Putting Gay Marriage Constitutional Amendment on Ballot

The Virginia legislature sent a bill to Democratic Governor Timothy M. Kaine’s office on Monday that proposes a constitutional amendment to that state’s Constitution barring same-sex marriage. The measure passed the state’s senate on Friday and was approved by its House of Delegates on Monday. The bill requires that voters see the full-text of the constitutional amendment to ban homosexual "marriage" -- not just a summary.
