You are (or NPR is) mixing-and-matching two different laws. The WTO ruling, on behalf of Antigua and Berbuda, applied to pre-existing U.S. restrictions on online horse wagering and is different from the more recently enacted "no banking" rule recently in the news and targeted by Frank.
