Three Sheets to the Wind-ing Down Booze Crime in England

In an incentive-based, Dramshop Act-esque effort to reduce all the louts from hob-yobbing, the Harlow (England) Council's Pubswatch committee is awarding star ratings and plaques to the the pubs that best help control alcohol related crime.  So the next time you travel to Harlow and plan to get rowdy, take your business elsewhere if you see a shiny plaque on the wall.  After all, "yob culture" tops UK crime concerns, and the accredited establishments don't want you!
