TX: Pretrial Detainee Lost in System; Held for 15 Months Without Seeing Lawyer

This man was assaulted by his grandson, who was taken to juvie jail.  When he failed to pay room and board, he was charged with civil contempt.  But the case was never pursued, and he stayed in jail for 15 months, until a sympathetic cellie mentioned it to his public defender.  Story here.
