AZ: Suspicionless Frisk Leads to Suppression

The Arizona Court of Appeals has reversed a conviction where officers questioned a person on the street, had some generalized suspicion that there might be danger afoot (gang neighborhood, etc.) but no basis for a stop. Story here. [Jack Chin]
