Sounds like a good call to me, but I would like more info such as how far away from the building (or perhaps inside, just cordoning off one floor?) did this occur, and were there enough officers on-scene to spare time for putting up tape, and how long had that much of a presence been in place. Yeah, "a piece of talking crime-scene tape" sounds hinky, but you DO NOT push past an on-duty officer to get into a crime scene - at the very least, you try to get permission from one of his superiors.
