Debate on Three-Fifths Compromise
The NYT recently hosted an on-line discussion and debate on the three-fifths compromise (counting slaves as three-fifths of a person in calculating a state's allocation of House seats), spurred in part by Emory University President James Wagner's comments that the compromise was one of the "pragmatic half-victories" that assured agreement on the Constitution.
