Rural Development Institute seeks China Country Director for Beijing office

Rural Development Institute (www.rdiland.org) is hiring a China Country Director in Beijing, China.

RDI is an international nonprofit organization working to secure land rights for the world’s poorest people, those 3.4 billion chiefly rural people who live on less than $2 a day.  For 40 years, RDI professionals have worked with the governments of 40 developing countries, foreign aid agencies, and other partners to design and implement laws, policies, and programs that provide opportunity, further economic growth, and promote social justice. To date, RDI has helped provide land rights to more than 400,000,000 people.

The China Country Director (CCD) will be responsible for helping to define and ultimately for ensuring that the China team meets all RDI’s China program objectives.  The CCD provides leadership, direction, and coordination to China’s program staff in China and ensures coordination with RDI’s staff in the international headquarters to ensure the effective achievement of RDI’s China program objectives.  The CCD will not only lead the overall China program team, but be an active member of that team on various program tasks (research, writing, etc.), including on task teams where s/he plays a supporting rather than a lead role.  The CCD will be responsible – both directly and indirectly through other China team members – for initiating, fostering, and enhancing key partnership relationships with government partners, program partners, and donor partners.  The CCD will be responsible for recommending annual China work plans and budgets to the RDI Management Team and to effectively execute the approved work plans consistent with the budget.  The CCD will provide regular program and financial reports to RDI’s Leadership Team, Board of Directors, and donors.  The CCD will build and maintain a cohesive, effective, collaborative, and collegial China program team.  The CCD will also provide vision, management expertise, information, advice and counsel concerning the affairs of the organization to the President ad CEO.

Qualified candidates will possess;

- Graduate degree in Law, Economics (including Agricultural, Natural Resource or Institutional Economics), Sociology, or a closely related field. Preferred undergraduate degree in area studies, business, anthropology, economics, geography, political science, sociology, or other field related to international development.

- Minimum 10 years overall relevant work experience, a minimum 5 of which should have been in a management position responsible for overall operations of an organization or major program/division as well as revenue generation and/or fundraising.

- Fluency in written and spoken Mandarin.

- Fluency in written and spoken English.

- Strong leadership to set and communicate vision and strategy, team building skills and ability to manage budget processes and P&L.

- Knowledge of public policy, legal, economic, sociological, political, institutional, geographic, and/or anthropological concepts and information.

- Experience in managing senior level relationships – both internal and external – in an international context.

- Communications skills include an ability to make and use distinctions as to types, frequency, tenor, and levels of communications, depending upon the circumstances, audience, recipient, and content.

The Rural Land Rights Lawyer will provide legal, policy, and implementation input and expertise on issues involving the land rights of China’s farmers, and especially those of women farmers.  The Lawyer will conduct legal and social science research (both from the desk and in the field), and work with teams to both prepare and present legal education programs, analytical reviews, research papers, draft legislation, regulations, surveys, training programs, presentations, and other products.  As a part of these activities, the Lawyer will manage the related assignments, programs, projects, and tasks, and also pursue private donor funding, fee-for-service opportunities, and public sector grants.  (S)he may also be asked to perform other management and administrative tasks.

Qualified candidates will possess:

- A law degree from an accredited law school.

- Fluency in written and spoken Mandarin.

The Congressional-Executive Commission on China is seeking a professional staff member to conduct research and complete writing assignments, including short analyses, topic papers, and annual report sections on topics within the Commission's mandate.  In addition, the staff member will assist with researching individual political prisoner cases and updating and maintaining case records in the CECC Political Prisoner Database. The staff member will be called upon to coordinate CECC hearings and issue roundtables, and attend events relevant to CECC issues that other U.S. Government and private sector organizations hold in Washington, DC and elsewhere. The staff member may be asked to travel to U.S. cities, China, or other foreign locations, on official business. The successful candidate must be a U.S. citizen. Candidates will preferably have a law degree or a Ph.D. or M.A. in political science, history, business, economics, or other social sciences, however, B.A. candidates with very strong credentials will also receive serious consideration. The China Law Center of Yale Law School is seeking a graduating senior or recent university graduate for a Research Associate position based in Beijing.  The Research Associate will support Center projects in China by conducting research and writing on issues related to legal reform; interacting with scholars, officials, and lawyers in China; and performing administrative and logistical tasks.

Lecturer on human rights sought for course at Northeastern Normal University, Changchun

The Danish Institute for Human Rights seeks an international guest lecturer on a consultancy basis to teach a number of human rights classes in a newly established human rights course for students in North-East Normal University, Changchun, China.

The project, which is funded by the Royal Dutch Embassy in Beijing and implemented by DIHR together with the Chinese partner, is carried out by a network of universities in Changchun, capital of Jilin province in North-Eastern China. The objective of the programme is to strengthen human rights education in the province by establishing an interdisciplinary, optional and credit-giving course in human rights for a select group of third and fourth year students.

The 36-hour courses, which will be taught in English, include Introduction to International Human Rights, Human Rights and Development, Business and Human Rights and International Humanitarian Law. The four courses will be taught in the spring (March to July) and fall (September to January) semesters of 2009. In addition, the foreign teacher should help the students organise Model Human Rights Courts and debates.

The programme offers a competitive salary (subject to seniority and qualifications, as well as tax regulations), accommodation at the College campus grounds and coverage of travel and other costs.

Qualifications include:

*       Ph.D degree and some experience in teaching the related fields, as well as good knowledge of human rights.
*       Good English language skills; knowledge of Chinese would be an asset but is not a prerequisite.
*       Openness, flexibility and the willingness to involve oneself in the teaching programme and engage with other academic staff in the college environment.

DEPUTY PROJECT DIRECTOR FOR THE PARTNERSHIP FOR ENVIRONMENTAL LAW IN CHINA

Vermont Law School seeks an extraordinary attorney with substantial experience in China, knowledge of environmental law, interested in the administration and development of our extraordinary Partnership in Environmental Law in China.  Under the current Director, Professor Tseming Yang, the program trains Chinese attorneys in environmental law in China and Vermont, sends Vermont students to China, and produces collaborations and scholarship among its participants. 

In the immediate future, the Deputy Director will have direct responsibility for the implementation of a new in-depth training project for Chinese law scholars at Vermont Law Scholars, involvement in the implementation of other parts of the ongoing program, and associated administrative responsibilities.

In the long term, the Deputy Project Director will acquire primary responsibility for the implementation and operation of the program, and share responsibility for development and the formation of strategic partnerships.

(1)  Implement the strategic objectives of the Partnership under the supervision of the Director, Professor Tseming Yang.

(2) Provide assistance to members of the Chinese legal community in their efforts to become more effective environmental and energy problem solvers through:

  • Implementing environmental and energy law conferences, workshops, seminars, and roundtables in China and in Vermont.
  • Assisting in the design, funding, and taking the lead in implementing an LLM program for Chinese attorneys in Vermont.
  • Researching and consulting on regulatory policy, legislative drafting and general environmental and policy matter to Chinese government agencies.
  • Expanding and diversifying partnership activities by collaborating with law school faculty in China.
  • Implementing an Environmental and Energy Law Professors Network.
  • Strengthening collaboration on joint clinical and research projects at VLS and in China.
  • Administering and coordinating academic residencies at VLS for Chinese faculty and visiting Chinese graduate students.
     

(3) Seek and secure funding for all continuation and, as appropriate, expansion of the China project consistent with the goals set forth in section 2 above, including through foundation and government grants.

(4)  Develop strategic partnerships with educational, environmental, and governmental entities both in China, the United States and elsewhere

(5)  Oversee compliance with USAID and other funding sources' requirements.

(6)  Possible opportunity for teaching and faculty rank.

Essential Competencies 

  • Knowledge of broad environmental and energy law issues in China.
  • Some proficiency in Mandarin Chinese and/or Cantonese highly preferred.
  • Demonstrated fundraising capacity.
  • Demonstrated experience with grant administration.
  • Demonstrated teamwork and project management skills.Ability to work flexibly on a range of assignments, and adjust to and prioritize a variety of complex and evolving tasks.
  • Excellent interpersonal, verbal communication and writing skills, as well as the ability to develop effective multi-agency/institutional relationships.
  • Interest and willingness to regularly travel to China.
     

Selection Criteria

Candidate must have an outstanding academic record with a J.D. and

  • at least 3 years of relevant work experience
  • Understanding of environmental and energy law.
  • Experience working with environmental and energy law networks in the US and China. 
  • Experience and understanding of USAID regulations and processes, helpful.
  • Demonstrated achievement in positions that require strong analytical and writing skills.
  • Work experience with national and international policymakers, helpful.
  • Has presented to audiences in a variety of cultural and institutional settings.
  • Work or living experience in China highly preferred.

Public Interest Law Institute seeks Country Director for China

Here's some information about PILI from the announcement:

PILI is an international organization that advances human rights around the world by stimulating public interest advocacy and developing the institutions necessary to sustain it. PILI pursues this mission by building capacity of civil society organizations and leaders, by providing technical assistance on reforming legal aid systems and legal education, and by promoting pro bono legal practice globally. It was founded in 1997 at Columbia University and became an independent organization in February 2007.  In addition to its Budapest headquarters, PILI conducts its work from hubs in New York, Moscow, Belgrade and Beijing. 

PILI has two major objectives in China: 1) to help expand the scope and effectiveness of public interest law networks advancing the rights of women, migrants and other vulnerable populations in China; and 2) to promote the provision of pro bono legal services to public interest organizations by developing a clearinghouse to match them with law firms. With additional funding and expanded programming in China, PILI is now opening an office in Beijing and creating a new position of Country Director. Vietnam workshop on implementing WTO obligations seeks expert on China to present comparative experience

A colleague in Vietnam is planning a workshop in Hanoi at the beginning of July on the responsibilities of the Vietnam National Assembly in implementing WTO-related legislation, and they are looking for an expert to present comparative experience from China about the implementation and implications of WTO obligations.

The expert should be able to participate in English.  This is a short term paid consultancy.
