NPC passes Property Law

On March 16, the National People's Congress finally passed the Property Law (物权法, also translated as the Law on Rights in Rem). Here are articles in the New York Times and the Los Angeles Times.

Do you know why the proposed "Property Law" is called Wu Quan Fa in Chinese, not Chan Quan Fa (产权法)? Is there any theoretical difference between Wu Quan and Chan Quan? thanks.
