New Pilot Fatigue Rule

The FAA announced a final rule containing measures intended to protect against pilot fatigue. The FAA press release is available here, and the text of the rule can be found here.

Do you know if this includes pilot services such as a ferry pilot? Usually those trips aren't very long, but they can make a lot of trips. Or is this only for a select group of pilots?
