Despite talk that an agreement would be finalized before year's end, the United States and Japan were unable to finalize an open skies treaty in Tokyo yesterday. According to news reports, slot allocation at Haneda Airport remains one of the sticking points in the negotiations. While "open gateways" between partners is a central element of the open skies policy template, the Japanese Government has indicated in recent weeks that it will limit slots for U.S. airlines at it Tokyo airports.
