Chile's Competition Agency, the FNE Has Published New Guidelines on Public Procurement and Antitrust

The FNE (Chile) has published new guidelines on Public Procurement and Antitrust. I believe that these are the first such guidelines in Latin America. This is an important development by what is an excellent competition authority.
Update: Both El Salvador and Colombia have existing guidance/awareness materials/manuals – whatever you want to call it – on public procurement.

Dear professor Sokol, in December 2010 the Colombian Competition Authority (Superintendencia de Industria y Comercio) issued the "Guidelines on collusion in public procuerment procedures". The drafting of the Guidelines was made possible thanks to the support of the Colombian Ministry of Trade and finance of the European Union (Proyecto “Asistencia Técnica al Comercio para Colombia”).
The outcome was a very useful text, both for practitioners and firms. The Guidelines are available in this link: http://www.sic.gov.co/archivo_descarga.php?idcategoria=18361
