Randall & Randall, The Discipline Book and Layoff, Preferred Lists and Restatement

Harvey and Eric Randall have done it again. They just updated their two treatises; The Discipline Book and Layoff, Preferred Lists and Restatement. Both are the only works of their kind and are simply excellent. They come as close as you can to covering "everything" that is humanly possible with respect to any field of law.
These books are not meant to be read from cover to cover, though you can certainly do that.  Both of the books are e-books. They are in Microsoft Word form which means that any topic that your interested in is searchable. The authors also suggest that readers could edit sections of interest by changing the color or font and that readers can supplement the book with their own notes and information by utilizing the track change function.
The Discipline Book simply covers everything. Topics such as due process, tenure, name clearing hearings, criminal convictions, evidence, burden of proof, duty of fair representation, Education Law Sec. 3020-a proceedings and Civil Service Law Sec. 75 hearings as well as appeals are covered in detail. As an added bonus, the book contains links to Education Law 3020-a forms and time tables.
Layoff, Preferred Lists and Restatement is even more comprehensive. It covers such topics, like no other work, such as layoffs under Education Law Sections 3013, the Civil Service law, statute of limitation issues, tenure by estoppel, transfers and reemployment rights. As an added bonus the book includes several key hard to find Commissioner of Education decisions and helpful charts.
Both of these books are must haves for anyone who practices public sector labor or employment law in New York as well as any administrators or union officials who have to apply civil service and other rules.
Readers to this blog should be familiar with one of the authors, Harvery Randall. He runs New York Public Personnel Law, which is a blog that we often cite to.
