Bipartisan Civil Rights Tax Relief Act Is Reintroduced
he Civil Rights Tax Relief Act
(CRTRA), HR.3035/S.1360, a bill that would exclude compensatory damages
in employment and civil rights cases from the definition of gross
income for income tax purposes, has been reintroduced in the House and
Senate. The bill also would permit income-averaging for back pay
received in a lump sum as a remedy. The legislation was introduced on
June 26 by Reps. John Lewis (D-Ga) and James Sensenbrenner (R-Wisc) in
the House, and by Sens. Jeff Bingaman (D-NM) and Susan Collins (R-Me)
in the Senate.
Though this Bill has not gotten much press, I expect that it will eventually pass.
